  • The “Bullet Button Ban:” Assembly Bill 1135 & Senate Bill 880 change the definition of an “assault weapon” to include semi-automatic centerfire, rifles and semi-automatic pistols that do not have fixed magazines and one or more prohibited feature.
  • The “Ghost Gun” Bill: Assembly Bill 857 requires anyone who manufactures or assembles a homemade firearm after July 1, 2018 to obtain a unique serial number or identification mark. Anyone who is in possession of a firearm after July 1, 2018 without a serial number must petition the California Department of Justice for a serial number and engrave it onto the firearm by January 1, 2019.
  • The Ammunition Purchase Bill: AB 1235 requires the California Department of Justice to record ammunition vendor and ammunition purchaser information.
  • Restrictions on “Large-Capacity Magazines”: SB 1446 makes it an infraction to possess a “large-capacity magazine” in California.
  • The Lending Bill: AB 1511 amends the exemption that allows gun owners to “infrequently” loan a firearm to a person that they “personally know” without going through a licensed firearms dealer, and limits the exemption to infrequent loans to spouses and registered domestic partners, parents, children, siblings, grandparents, and grandchildren, whether related by blood, adoption, or step-relation. This bill also requires a handgun loaned under this exemption to be registered.
  • False Reports of Stolen/Lost Firearms: AB 1695 Makes it a crime to falsely report to a law enforcement officer that a firearm has been lost or stolen. Those convicted of this crime are prohibited from owning and possessing firearms for ten-years.
The Fourth Edition also contains a number of technical revisions, case updates, and expanded explanations of the laws. So the book will keep you up-to-date about all of the newest changes in, and interpretations of, the law.
